Des solutions mutualisées pour une gestion durable des déchets humanitaires : les Joint Environmental Initiatives (JEI), Hulo, novembre 2025

Published on 27 November 2025

Joint Environmental Initiatives (JEI) of the hulo cooperative offer NGOs shared waste-management solutions — for both hazardous and non-hazardous waste — that are sustainable, transparent, and operational. They ensure full traceability of waste management, reduce costs through pooling, strengthen local value chains, and lower the environmental impacts of humanitarian activities. Hulo’s partner operators are selected through Calls for Expressions of Interest (CEI/AMI), ensuring an open, fair, and compliant procedure.

Operational solutions already in place

Hulo is collaborating with reliable operators in several countries:

  • Burkina Faso
    • Electrical and electronic waste (WEEE) stream with ABPEV
    • Non-hazardous waste stream with Africa Écologie
  • DRC : WEEE stream with B.A.C.
  • Iraq : WEEE stream with Virton/Xeless
  • From 2026 onwards: new solutions are expected in Lebanon, Colombia, Chad, and the Central African Republic.

A clear methodology for reliable solutions

Hulo assesses local waste-management chains, the legal framework, and NGO needs, then launches a CEI/AMI to select legal and qualified operators. Partners are contracted for three years, with regular monitoring of collected volumes, sorting, and recovery. This guarantees an accurate understanding of the market and full traceability of waste processing.

Benefits of the JEI

  • Shared management and cost reduction
  • Support to local value chains and positive socio-economic impact
  • Transparency in waste-processing procedures
  • Measurable reduction of NGOs’ environmental impacts
