This updated who is doing what? Where? (3W) mapping, developed by the WREC Coalition, provides a comprehensive overview of who is doing what and where in green procurement across humanitarian organisations and collaboration initiatives. Key findings reveal that the sector’s top priorities for 2025 are implementing environmentally sustainable tendering criteria and embedding sustainability-focused evaluation criteria in supplier assessments. These priorities are closely linked to supplier engagement and represent significant opportunities for collaboration. Leveraging existing tools and resources can help avoid duplication and accelerate progress. The report highlights implemented and planned activities, with supplier evaluation and tendering criteria leading current efforts, while green market assessments are emerging as a future focus. It also maps available resources, including guidance, training, and tools developed by UN agencies, INGOs, and working groups. Collaboration remains central to success. Initiatives such as Humanitarian Logistics Cooperative (Hulo), Fleet Forum, Inter-Agency Procurement Group (IAPG), Réseau Environnement Humanitaire (REH), and the WREC Coalition Green Procurement Coordination Group are driving joint action, sharing best practices, and developing sector-wide standards. Organisational efforts, from Acted’s carbon reduction strategy to the International Committee of the Red Cross (ICRC) life-cycle analyses and UNICEF’s SCAP 3 framework, demonstrate growing commitment to sustainability. This document serves as a living resource to foster coordination, reduce duplication, and support humanitarian actors in embedding green procurement into their operations. The methodology for this mapping was based on desk research, a survey distributed to representatives of various organisations and collaboration initiatives, and follow-up discussions with representatives of these organisations.

The humanitarian sector is increasingly aware of the environmental impacts of its operations and is taking steps to integrate sustainability into procurement practices.
